Zhangjiang, Shanghai: To build a “Forest of Innovation” Worth Expecting

Shanghai Zhangjiang National Independent Innovation Demonstration Zone resembles a vibrant forest, continuing to transport the “fresh oxygen” of technology and innovation to China and to the world.
Soil, water, air and sunshine, are the “four essential elements” to create the “innovation forest” of Zhangjiang.
Fertile research “soil” to provide innovative “nutrients”
“Science and technology are inseparable,” Tang Shiqing, Director of Science and Technology Commission, Pudong New District, once said to the media. Without basic science, “technological innovation” will become the “bricks without straw”.
SSRF, the National Center for Protein Science (Shanghai), Shanghai Super Computing Center and a number of other major scientific and technological infrastructure; University of Shanghai for science and technology, Shanghai New York University, Fudan University Zhangjiang campus and other colleges and universities; a plurality of national scientific research institutions, multinational R & D institutions and state key Laboratories... The so “blending” fertile research “soil” provides nutrients for basic research and original innovation, and carries a strong “core” for Zhangjiang.
This month, the X - ray free electron laser test device adjacent to SSRF enters the equipment installation phase, and is expected to debug and glare at the end of this year. This device can release the light source known in the scientific community as “the fourth generation of advanced light source”. It is nearly 300 meters long and 30 meters wide, the shape of a sword.
This technological “sword” will be used for future energy science, life science, femtosecond chemistry and many other fields. “Our goal is to invest in the next few years, and improve Zhang Jiang Photon Science Center’s performance to the world's first,” said Wang Dong, director of the Department of free electron laser, Institute of Applied Physics, Chinese Academy of Sciences.
Financial bloodline supplying “water” for innovation
During product development, achievements transformation and other links, small and micro enterprises are like small trees. They are eager to financial blood injection, but are suffering from lack of mortgage and guarantee, facing financing difficulties.
Therefore, Zhangjiang is actively preparing for the establishment of private Zhangjiang bank to solve the financing difficulties of small and micro enterprises through business model of “investment and loan linkage” and “investment, mortgage and insurance linkage”.
According to Ma Wengang, management committee of Zhang Jiang Hi-tech Zone, Zhangjiang bank is not like traditional banks who are just concerned about the repayment ability of the enterprise. “We are more concerned about why enterprises want to finance.”
According to Ma Wengang, the research found that, drugs researched and developed by small and medium-sized pharmaceutical enterprises must establish their own production line to win marketing authorization. Because of financing difficulties, many small and medium-sized pharmaceutical companies have moved to other places to establish production bases, but the production line built did not get effective use.
“Instead of directly helping them finance, Zhangjiang implements CMO commissioned processing (outsourcing processing contract),” said Ma Wengang. He also said that this move avoids “financing waste” and also improves the soft power of “Zhangjiang pharmacy valley”.
Optimize the environment to create “innovation atmosphere”
According to Ma Wengang, at present, there are 98 pilot platforms assumed by units outside system, with market-oriented operation and professional service capabilities. They have been providing high-quality public services to more than 50 thousand enterprises in the park.
In addition, Zhangjiang introduces the “embedded” public innovation space layout with unique features, to establish maker spaces in special industrial bases, so that entrepreneurs can combine with the industry. The leading enterprises in the base take the way of outsourcing services, to award contracts in the maker space.
“The business costs in Shanghai are high”, said Ma Wengang said, and the “magic” to keep the entrepreneurs is to “let the talents get orders and create value”.
Open innovation “bathes” more “sunshine”
“If we understand independent innovation as the Chinese people close their doors to play on their own with no foreigners, we will lose a lot of R & D opportunities,” said Cao Zhenquan, standing deputy director of the CMC of Zhang Jiang High-tech Zone. Zhang Jiang gathers 380 foreign R & D institutions, so “it is very meaningful to regard them as a force and flexible resources.”
Cao Zhenquan believes that opening-up does not only introduce in foreign capital and technology, but also brings more talents with global vision and ambitious goal, who are changing the culture of innovation and entrepreneurship in Shanghai.
