Shanghai Pudong Software Park     Shanghai Pudong Software Park a national software industry base granted by State Planning Commission, jointly established by Ministry of Information Industry and Shanghai Municipal Government and conferred by State Planning Commission and Ministry of Information Industry. National Development and Reform Commission, Ministry of Commerce of PRC and Ministry of Information Industry at the end of 2003 approved Shanghai Pudong Software Park the “National Software Export Base”. Shanghai Pudong Software Park Co., Ltd is responsible for the establishment, operation and administration of Shanghai Pudong Software Park. Shanghai Pudong Software Park is located at Shanghai Zhangjiang Hi-Tech Park and a sub-park of Zhangjiang Park.     Facing the trend of economic globalization and entry of WTO, the loacal government of Pudong New Area put forth the strategy of “Drive software industry of Pudong centering Shanghai Pudong Software Park Co., Ltd based on Shanghai Pudong Software Park” in order to improve comprehensive competitiveness of city, realize the upgrade and development of industry during the rising of information industry. Lujiazui Park, Jinqiao Park, Waigaoqiao Park of Shanghai Pudong Software Park founded in September 2001, together with Shanghai Pudong Software Park, constitute a development platform for Pudong software industry, which makes full advantage of the brand of Shanghai Pudong Software Park and quickly integrate the software industry resources of Pudong.     Pudong Software Park has become a piece of lucky land for pioneering of returned overseas Chinese scholars. There already have been up to 50 enterprises established by returned overseas Chinese scholars at the Park. The Park realized a total income of approximately 6 billion RMB and a total export 50miliion USD. There are over 10,000 employees at the Park.     The 1st and 2nd phase of the software park have been completed, covering and area of 124 thousand m2, and the 3rd phase of the Park occupying an area of 588 thousand m2 is expected to be completed in 2007. By now, there are totally 1070 enterprises registered and 228 enterprises actually established at the Park, including a lot of big soft ware manufacturers and R&D institutes, such as SAP, R&D center of Citibank, Bearing Point, Sony (China), Kyocera, TATA, INFOSYS, Satyam Computer Services, Nano Technology, 银晨网讯, Fudan Kingstar Computer, China UnionPay.     Shanghai Pudong Software Park has established a complete system comprising technical value added service, business service and entertainment service, so as to provide multi-level services in all respects for enterprises at the Park. The enterprises at the Park are engaged in all fields such as software development, information service, system integration, E-business, data communication, information security, chip design, software export, financial and securities, telecommunication service, etc. Notably, the chip design industry, information security industry, software export industry, system integrating industry have formed industry cluster at the Park.     Shanghai developed rapidly and achieved greatly with the assistance from National Development and Reform Commission, Ministry of Information Industry, Shanghai Municipal Government, local government of Pudong New Area. 1st Phase Planning The 1st phase of Shanghai Pudong Software Park covering an area of 30 thousand m2 was initiated in May 1998 and put into operation in March 2000. 2nd Phase Planning The 2nd phase of Shanghai Pudong Software Park (i.e. National Software Industry Base (Shanghai) ) covering an area of 90 thousand m2 was initiated in August 2001 and put into use in September 2002. 3rd Phase Planning The 3rd phase of Shanghai Pudong Software Park (i.e. National Software Industry Export Base) covering an area of 588 thousand m2 was initiated in 2004 and is expected to be completed in 2007.       For the software industry Park, construction is the basis, industry development is dominant and the service is the supporting factor. A completed system comprising technical value-added service, business service and logistical service has been established at the Park.     Technical service forms an important part of service system of Shanghai Pudong Software Park. “Software technical value-added service platform” provides services including broadband data communication, data center, middleware, software test, security agent, chip design, software export platform, electronic publishing, remote training, etc.     Business service system comprises banks, market center, logistic service, law firm, accountant’s firm, auditing and asset assessment, registration service, settlement, talent intermediary agent, multi-functional building, exhibition center, advertisement, etc. Logistic services include restaurant, café and tea room, supermarket, book-store, hotel, communication, travel agent, gymnasium, medical service, hair-dressing and beauty, etc.
