Biomedicine industry Base     Modern Biomedicine industry is one of the principal industries of Zhangjiang Hi-Tech Park. On 2nd August 1996, Ministry of Science and Technology of PRC, Ministry of Health PRC, Chinese Academy of Science, Food and Drug Administration of PRC, together with Shanghai Municipal Government assigned an cooperation agreement to co-build “Shanghai National Biomedical Industry Base” at Zhangjiang Park. Shanghai Zhangjiang Biomedicine Base Development Co., Ltd was founded in September 2001 assumed the task of building, construction, business promotion, investment attraction and resource integration of biomedicine industry of Zhangjiang Hi-Tech Park.     After years of exploitation and construction, Zhangjiang has cultivated good innovation conditions comprising industry cluster, R&D, incubation, education and training, professional service and risk investment and established a modern biomedicine innovation system comprising “talent cultivation—scientific research—technical development—pilot incubation—full-scale production—marketing logistics”. Multiple national and Shanghai municipal key research institutes such as Shanghai Institute of Materia Medica Chinese Academy of Sciences, National Center for Drug Screening, NSCDSER, National Engineering Research Center for Pharmaceutical Preparation, National Engineering Research Center for TCM (NERC), Shanghai Innovative Research Center of Traditional Chinese Medicine and Shanghai New Medicine R&D Center established at Zhangjiang Hi-Tech Park upgrade the overall biomedical R&D capability of Zhangjing Park.     So far, there have been over 130 organizations and companies established at this Base including R&D centers of world famous companies in biomedical industry such as Dupont, Roche, Hutchison Whampoa, Amway China, Honeywell, National Biological Chip Center, Rohm and Haas Electronic Materials and 日本荣研 and manufacturers such as Huahai Pharmaceutical, Shanghai Xilong, Shenzhen TAUTO biotech, Shanghai Desano as well as mid- and small-incubators such as Lead Discovery, Haixin Biology (海欣生物), Zhongnan Biology (中南生物). With total over 300 biomedicine projects introduced, the Base has shown its advantages in position, industry cluster, policy, talents, management system and service and become famous as “Zhangjiang Drug Valley”.     The Base is also equipped with biomedicine innovation incubation base as well as incubation zone and public laboratory and provides biomedicine professional training, clinic research service, R&D outsourcing service, information technical service as well as meeting service, business exhibition service, food and accommodation service, entertainments.     In the future, the Base will seize the opportunity of biomedicine industry development, introduce and cultivate more excellent biomedicine manufacturers and experts and establish and perfect biomedicine industry chain and medicine innovation chain, consolidating leading position at Zhangjiang and driving China biomedicine industry, to make Zhangjiang Drug Valley one of the biggest modern biomedicine manufacturing area with global influence and R&D capability.

Biomedicine Base (Phase 2) Construction Planning: Industry Planning:   The key biomedicine manufacturing industries of Zhangjiang include chemical medicine manufacturing, biomedicine manufacturing, modern traditional Chinese medicine and medical equipment and machinery. As to chemical medicine manufacturing, reinforce pre-clinic and clinic research and develop R&D outsourcing service industry while enhancing self innovation of drugs, therefore provide capital and projects to CRO enterprises with global competitiveness.   As to biomedicine manufacturing, develop bionic medicine manufacturing industry, attract biomedicine manufacturer with international technology strength and consign medicine manufacturing to companies providing outsourcing services, thus realizing the economy of scale of biomedicine manufacturing industry.   As to modern traditional Chinese medicine, conduct researches in respect of Chinese medicine standardization and modernization, introduces GLP, GMP and GCP Standard, adopt new technologies in Chinese medicament, and enormously promote the production scale of the industry.   As to medical equipment and machinery, set up a modern medical equipment park, focus on the R&D and manufacturing of the technologies and products of physical therapy device, Minimally Invasive Therapy device, medical digital image device, detection device, bio-electric event detection and clinic care device, new Chinese medical diagnosis and treatment equipment, high performance man-made organ and recovery devices, fine medical appliance component, etc.   Professional Incubation Platform Incubation Base, located at Building No.1 Lane 720 Cailun Road at south-east of the Park occupies an area of 1,600 m2 and a total construction area of 10,319m2. There is a science promotion center, such as franchised hotel style platform, to the west of the Base. The Incubation Base is also equipped with one passenger elevator and one cargo elevator respectively and a central air-conditioner system. All laboratories at the Base are equipped Internet communication facilities, independent water and electric meters, experiment tables, stink cupboard and offices. There also are public laboratories and public conference room. 　 CRO Professional Service Platform 上海法玛勤医药科技有限公司 founded in September 2004 is a professional contract research organization (CRO) committed to providing technical consultations in relation to R&D of new drugs, such as clinic experiment management, medicine registration, investment consultation, etc and undertaking the establishment and administration of Zhangjiang biomedicine base public technical platform. 　 R&D Outsourcing Service Platform Shanghai Pudong Biomedicine R&D Outsourcing Service Center: Biomedicine R&D Outsourcing Service Center form an essential part of Zhangjiang biomedicine base public technical platform and a significant functional institution of Shanghai Biomedicine Outsourcing Service Base which is founded at the same time. It integrates various innovative resources and significantly develop leading enterprises in providing biomedicine R&D outsourcing service. The Center is capable of providing services for original R&D of international level in each principal step of pre-clinic drugs. 　 Apparatus Sharing Platform Apparatus Sharing Platform is initiated by Science and Technology Bureau of Pudong New Area and Biomedicine Association of Pudong New Area who jointly rolled out biomedicine scientific research equipment network in July 2003. This network is aimed to integrate existing resources and equipment to promote the information sharing among various biomedicine scientific research institutions, improve utility of scientific equipment, enhance service and incubation functionality of the Base and eliminate R&D expenditure of small and medium medicine manufacturers, thus optimizing scientific and pioneering environment of biomedicine manufacturing industry of Pudong New Area. Eight institutes including Shanghai Institute of Materia Medica, Chinese Academy of Science become the first batch of registered members of network providing scientific equipment for sharing. Up to 60 sets of scientific equipment have been put into public services in cytological experiment, molecular biological experiment, biochemistry experiment, large-scaled albumen purification, biological chip design and detection and drug innovation, compounding, analysis, pharmacody, pathology, substitute, preparation and pilot. The functionality of the network will be enhanced and the membership will be broadened with the delivery of the service. Vocational Technical Training Center Shanghai Zhangjiang Drug Valley Vocational Technical Training Center: Shanghai Zhangjiang Drug Valley Career Training Center is a non-profit institute established by Shanghai Zhangjiang Biomedicine Base Development Co., Ltd with the assistance from relevant functional governmental sectors of Pudong New Area. It provides services including international standard project training, featured training enterprise requires, market-oriented career project training, various certificate training, monographic lectures on science and technology, etc.
